System will do Win 10 Pro and or Linux only.  Is a blank slate at the moment.

ASUS System drivers are 2012 on a ROG Maximus Formula. 32 Gig ram, Video Card is old but still can run latest NVIDIA drivers

Usually did Dism on it and installed updates and slight repairs about every 4 months.

Since, adult has suffered a mental impairment of memory.  No gaming anymore  as memory not good enough.

Best way to make needs of Browser Video mostly and illegal movie sites and lock the system down from changes.

Have A/V & Firewall, nothing really last years to fix on this matter.

- Start with son as Admin but what am doing to stop changes to the OS.   I have never had to set something like this up before.

Limited User Account,

naturally. Not as Admin.

Also suggest a free DNS service to avoid junk sites and content.

Use IPv4 and IPv6 servers.

Quoted from Method # 2 for Windows from this page: Connect to public AdGuard DNS server (adguard-dns.io)

"Family protection servers"
AdGuard DNS will block ads, trackers, adult content, and enable Safe Search and Safe Mode, where possible.

Use Edge browser and enable all it's security features or perhaps another very secure browser. But Edge is secure by itself.

Which AV and FW? From what vendor as sometimes these can block sites and/or block executibles  for added security.

And now for something a little more extreme and can often backfire as something innocent will also be blocked (and silently too).

And that is blocking .exe with Group Policy (Pro only but you have a license):

How to block EXE files from running using Group Policy in Windows 11/10 (thewindowsclub.com)

is only one example of the many examples using this Windows feature. Also .dll and several other executibles can blocked in the same manner.

But even some Windows and third party soft can be blocked so it will neccessary to make exceptions in the Group policy to ensure a smooth regular Windows usage.

But it is a built in behaviour blocker that is seldom used or mentioned. And it's free and itself uses very  low resources.

And it is very effective!

High.  Not what am trying to do.  Helpful info for others though.

He wants to access all that stuff which is fine with Norton 360 & MBAM.

It is to lock down all of Windows from him changing stuff.

How far can you lock Windows down from OS changes due to OP ???
