What's wrong with my new CD-RW disk?

I went to format it on my laptop. It couldn't do it from the start, can't remember the error message now.

 

I tried again using my powerful new PC. It started with many fast movements on the formatting  slide indicator and did it again and then again taking 2-3 minutes. Then it did it again very, very slowly taking around 5 minutes and actually seemed OK. I got the pane where I could drag and drop into the CD. 

 

I dragged and dropped a 25kb text file into it - can't be done - the message was 'Can't read from the source file or disk'. Can't read from a text file in My Documents?

 

Any explanation please - thanks/

 

Win 10 22H2.......3324 on both.

Are you able to copy that file to another SSD/HDD/USB flash drive? That error can mean there are problems with your drive's filesystem or even the drive itself.

 

Do you know how to run CHKDSK?
