How to make legend display the name of a color given a range?

I am trying to do this in Excel but I don't know how.
 
Let's say that I have this table:
 
Results
 
A 20%
B 30%
C 50%
 
What I want to do is to use a horizontal bar chart so that a legend indicates only the values above or equal to 50 percent and say the word Achieved. This legend must be of blue color.
 
In the chart the bars which are below 50 percent should be orange and the ones greater or equal 50 blue.
 
I could use the paint bucket tool to change the colors manually but by doing so the legend individually puts the names of each row by colors and I don't want that.
 
Does anybody knows how to do what I need?. It would be nice if a screenshot is added in the response as I am still novice in Excel.
 
Does it exist a command or a function for this?. By the way I am using Excel 2007 so it would be nice if the command or answer is supported on my version. Help me please?.

You do it in the chart once you have that information create it in Excel with the data in those cells you choose to be in your chart.

This isn't really an answer. I did that and I am not getting the result I need. Again, whenever I manually change the color of the bars when the chart has been created a new entry is made in the legend section indicating the name of the category which I had assigned for the previous color. This produces a duplicate in the information I intend to display in the legend.
 
Can somone please share an example so I could guide myself or something?. It would be nice to have a screenshot for verification.
