When I ran it as administrator, I just got a box that said "Thank you for updating to the latest  version of windows 10". I clicked CLOSE and that was all. Very quick.

Windows Media Creation Tool - Creating Windows 10 USB

--------------

Warning: The below process will remove all existing information from the USB drive.
  • Insert your USB into your computer.
  • Hit the Windows Key + E at the same time
  • On the left side locate your USB drive, i.e. USB Drive (D:) >>>Important make sure it is your USB drive and not the C: drive<<<
  • Right click on the USB drive and select Format
  • Leave all the default settings and click Start
  • Click OK on the Warning screen
  • On the Format Complete window click OK
  • Close the Format USB and Windows Explorer windows
  • Go to the Create Windows 10 installation media page
  • Click on Download Now
  • Click Save File and save the file to your Desktop (you may need to transfer the file to your Desktop from your Downloads folder)
  • Right click on the Media Creation icon on the Desktop and select Run as administrator
  • Click Accept
  • Select Create installation media (USB flash drive, DVD, or ISO file) for another PC then click Next
  • Confirm the settings indicate Windows 10 Enterprise and Architecture 64-bit (x64). If not, uncheck Use the recommended options for this PC and modify the settings
  • Click Next
  • Select USB flash drive then click Next
  • Confirm your USB drive is listed under Removable drives then click Next
  • If successful you will see Your USB flash drive is ready.
  • Click Finish
  • Hit the Windows Key + E at the same time
  • Navigate to the USB drive, right click on setup.exe then select Run as administrator
  • Follow the prompts to install Windows but be sure both Install Windows 10 Enterprise and Keep personal files and apps are selected
  • Report the results in your reply

That step was not intended to resolve anything but rather enable Windows Installer logging. Hopefully we can get a report that helps us understand why Windows won't reinstall.

Please attempt the installation again. If the installation fails again hit the Windows Key + E at the same time then navigate to the C:\Users\kelle\AppData\Local\Temp folder. Locate a file created today that looks like msi**random characters***.log. Please zip and upload the file to GoFile, WeTransfer, or the file hosting site of your choice. Send me a Personal Message with the download link
