Are you certain that the profile you're paying for is roughly 287/10?  That seems suspect to me.

Although most connections are asymmetrical in speed (download speed much faster than upload), I've never heard of one that is that asymmetrical.

Cox Communications being a U.S. ISP, that is the norm. Here in the U.S. the telecom industry has a massive hold on our Congress, the legislative body that can make laws, so there's little real consumer protections in place. So in this country, our bandwidth numbers get dismal rankings compared to other more progressive nations -- relatively we pay more for less. And one of those annoying aspects is the service providers are allowed to provide uploading at a fraction of downloading speeds. Some providers do actually have provide more symmetrical services but they're in the minority and basically outliers, with the major carriers being allowed to collude with each other and dominate the market.

Yeah, it is Cox's Internet Preferred Plan, 250/10.  I always get a faster download speed.  All in all, the download and upload speeds work fine for my needs.

Oh, I'm familiar with at least some of your country's ISP antics. We read about it up here in Canada all the time. But I didn't know it was that extreme. I mean, I have a 25Mb down connection, but I also get 10 up.

Then again, I'm not about to brag. I grossly overpay for my tieir of service, due to our lovely oligopoly and some political nonsense up here.

I'm glad you're happy with your service. but if you ever needed to upload really large file(s)...

Firstly thanks to the original poster and those who took the time to make suggestions. As I found this post as a result of your combined efforts.

I too had this problem and went searching for answers. I have one, so jump to bottom of post or read the background below.

Surprisingly (or maybe not - can't point finger yet) I have a DELL 8930 with the Killer E2400 Ethernet controller.

I suddenly lost upload speed from 17Mbps to 0.7Mbps.

This behaviour is isolated to the LAN side of the Killer network controller. The Wi-fi works at faster upload speeds. FYI

WHY and WHEN has this happened?

Don't know which exact microsoft update or system change event triggered the loss of speed.

I have periodically done official Win10 updates but haven't done DELL software updates in 12 months.

So maybe a killer driver update came through the Windows update service and triggered the slow-down.

I need to pay more attention, as this is the second time a trusted Microsoft update has stuffed the performance of the machine and DELL has not been able to advise or help. And no info is posted to warn or assist.

The upload speed loss has only been apparent to me in last few months as I have been doing more online forms and attachments. Not sure if anyone has picked a d-day date from their observations?? Again it doesn't matter.

WHAT IS THE CAUSE?

I have figured it out.

It isn't the driver as such but the optimising performance software provided with the card and driver install package.

The KILLER INTELLIGENCE CENTER software is causing the degradation of upload speed!

You can update the software but the problem remains. It is the performance settings for this software that are intercepting and throttling traffic and data transferred.

So a quick fix is to turn the "Prioritization Engine" off.

Run a speed test (not in the intelligence center but the speedtest website) and see if it works for you.

I have found the engine will re-enable itself. So keep an eye out to make sure it remains OFF. I wouldn't uninstall the intelligence center component as you can at the very least see and control the setting this way.

I have zero patience to play around with the intelligence center engine to see if I can fix the upload priority. So I have decided to stop the traffic cop from interfering instead ;-)

Hope it helps you.

BTW I downloaded an updated version of the intelligence center from DELL website. The software version on install says 3.1322.1109.2.

The install file package says no driver updates in this edition but management software updated. Yeah, no... no change, except when the performance optimiser is turned OFF.

What gets me is, this seems to be a known problem, but neither Intel or Dell seem interested in "fixing it".  I wonder if newer Dells still use it.

Interestingly the Killer Performance center is tied to INTEL. So many people (not just DELL users) may be having hiccups.

Perhaps people on fast cable internet and/or those outside Australia (where we have upload severely throttled in speed) don't see/feel it.

I found a post on Intel's website showing a way to stop INTELLIGENCE CENTER auto-opening. Maybe this will help the "off" setting to stick. Again I would recommend keeping the software installed just block it from opening at start-up.

Open Killer Control Center, go to the Settings Tab on the left-hand side and disable Killer Prioritization Engine (formerly known as Advanced Stream Detect).

Right-click your Taskbar, click Task Manager, then click Startup tab, find Killer Control Center, and right-click it and Disable it from Startup.

In regards to your comment "but neither Intel or Dell seem interested in "fixing it"".

I think this glitch was introduced in a recent Microsoft Update in a generic driver update package.

Most non-security glitches are not disclosed or mentioned. No care no responsibility.

We users are now left to rely on service agreements, premium pay-for support plans and self-help now.

I'm glad I've blocked updates. I have two Killer interfaces on my motherboard.

You will typically have a Wifi and Ethernet Killer interface if that is what you meant?

Unless you are a lucky one with a server-like motherboard offering two LAN interfaces.

Smart move blocking and monitoring updates.

It's good to be in control of updates so you can monitor system behaviour changes. Unfortunately this only helps point you in a direction for troubleshooting but not necessarily help you to stop/solve a problem.

Too often manufacturers release driver and software updates without checking old systems and configurations.. the industry no longer cares about the consumer but the next purchaser (buy new..throw/replace old).

THANK YOU to the poster with this solution! The uninstall of the Killer Ethernet Performance Driver Suite and Killer Intelligence Center worked for me.  My upload speed has been restored on my LAN connection.  SMDH!

Toofarnorth,

Changing bandwidth in Killer made no difference.  That link you provided mentions if it doesn't work, try a clean install, but the indicated download doesn't apply to my Killer E2400 version and I am concerned downloading the other version, uninstalling my current version, and then installing the different downloaded version, could result in even more problems.

Literally just fixed this issue on my PC- same network card: it's bad drivers. I was having the same problem with downloads being normal but uploads hovering at 0.3Mbps. I went into the add or remove programs control panel and uninstalled both Killer options that came up: the Suite and the Control center. After, I restarted my PC and whatever default windows drivers/configurations I have are letting it function properly. Just in case it isn't the same for you, go ahead and download a driver installer exe before completely wiping your current drivers.

Have to admit THIS has bothered me for days, today spent hours with technician from Frontier, testing all lines, replacing router, etc etc. after he leaves I find this post and EVERYTHING WORKS perfect now after reading Cuon's post.  Thank you thank you this worked perfect.

Thanks to loveIT_liveIT -- your solution worked for me.  I'm now waiting to see if it "reverts" after a while.

Just some info, to help others:  Dell XPS 8930 running Windows 10 and a Killer E2400 Gigabit Ethernet Controller, and paying for 200/200 service from Verizon.  Computer is wired to the router.  Recently the speed on this computer alone dropped to 200/1.  All Wi-Fi speeds in the house normal.  All hard-line speeds when computers were brought down and plugged into the router were normal, except for this PC.  I spent two hours on the phone with Verizon, with them testing everything on their end, but obviously finding out this was a device-specific problem.  Then I found this post, and within 10 seconds, I was back up to 200/200.  I was so pleased that I made an account here *just* to make this post, and thank you and bless you all for sharing your knowledge.  The current world of computers requires we end-users to be our own sys admins, and I could never do it without the decency of people like you all here.  Thank you!

First, I'm glad you found a solution.

Second: Good Lord! It took Verizon 2 hours to help you isolate the problem to the PC/Windows? Most of us here could've done that in 5-10 minutes.  You might want to start your troubleshooting process here next time. :thumbup2:

I can confirm 100% the behavior bellow.
I made an account on this website just to confirm this.

Took me some time to figure it out.
So far the only solution is to disable Prioritization Engine in "Killer Intelligence Center".
It does come back after a restart.

Reading through the thread hoping for a more permanent solution.
